What is a CE declaration of conformity?

CE certification is a pass for products to enter the EU market. Electronic and electrical products must obtain a CE certification and mark the product with the CE certification mark. There are three CE certification modes.

(1) Declaration of conformity / Declaration of compliance issued independently by the enterprise. This certificate is a self-declaration and should not be issued by a third-party organization (intermediary or testing and certification agency). Therefore, the EU format can be used The enterprise's "Declaration of Conformity" replaced.

(2) Certificate of compliance / Certificate of compliance, which is a declaration of conformity issued by a third-party organization (intermediary or testing and certification body), which must be accompanied by a test report and other technical information TCF, and at the same time, the enterprise must also sign "Declaration of Conformity".

(3) EC Attestation of conformity "EU Standard Conformity Certificate", this is a certificate issued by the EU Notified Body (Notified Body abbreviated as NB). According to EU regulations, only NB is eligible to issue a CE declaration of EC Type.

EU / Declaration of Conformity-conformity declaration is a written declaration, and is formulated by the manufacturer to prove that the product bears the CE mark, and made a declaration to fulfill the requirements of the EU. The declaration shall apply to all Community Acts applicable to the product, which shall contain all the information required to determine the Community Harmonization legislation related to the declaration. This statement must cover one or more manufactured products, clearly identified by product name, product code or other clear means. If the manufacturer is located outside the European Union, it must be retained by the manufacturer or his authorized representative in Europe.

Statement of basic requirements

5. Including information such as the binding signature and seal of the authorized representative of the European Union;

What products need CE declaration of conformity

All products that are required to bear the CE safety certification mark are required to comply with the standard declaration. In the EU market, the CE safety certification mark is a mandatory certification mark. Whether it is a product manufactured by an EU enterprise or a product manufactured by another country, if it is to be circulated freely in the EU market, the "CE" mark must be affixed. For sellers, it is necessary to note that electronic products, toys, sunglasses and mechanical fitness equipment are mandatory to affix the logo.

Precautions

The CE certification can use self-declaration for most products. At this time, the manufacturer or its authorized representative agency in the European Union must sign a "Self Declaration of Conformity". The content of the declaration of conformity varies according to different directives. It should be noted that a declaration of conformity must be prepared according to the directive. If a product has two applicable directives, two declarations of conformity should be prepared and signed separately.

Many companies think that they can use the CE mark if they get a CE certificate from a testing agency or certification agency. This is a misunderstanding. Since it is a self-declaration, the enterprise itself is responsible for using the CE mark. The CE certificate issued by a third-party organization is only an indirect proof. However, if the CE certificate is issued by a designated agency of the European Union, there is no need to issue a self-declaration.

It is not enough to sign the declaration of conformity. The manufacturer must also submit the technical institution file TCF (Technical Construction File), including test reports, product technical descriptions, circuit drawings and other technical documents or technical files, to prove that the product technically complies with the directive required. It is also important to prepare a technical file that meets the requirements. The fee charged by the EU designated agency for preparing TCF for customers is the same as the cost of issuing certificates (excluding testing fees).

After the manufacturer signs the declaration of conformity and attaches the TCF that meets the requirements, the manufacturer can use the CE mark on the product. At present, many CE certificates are not recognized by European customers or regulatory agencies, mainly because they do not understand the CE marking system.
