On April 7, 2026, the International Electrotechnical Commission (IEC) officially released the updated standard IEC 61000-6-3:2026, fully replacing the 2020 version. It has become the core compliance basis for EU CE certification and global market access of civilian electronic devices. With the large-scale overseas export of wireless charging, variable-frequency power supplies and IoT smart devices, many manufacturers have recently failed laboratory testing frequently, mainly due to multiple new mandatory test clauses added in this revised standard.
I. Scope of Application
This standard only applies to electrical and electronic equipment used in residential, commercial and light industrial environments. Heavy industrial machinery shall comply with IEC 61000-6-4 instead; the two standards must not be confused.
Two categories of products are subject to this standard:
1、Complete machines without dedicated industry-specific EMC standards;
2、Electronic products with special industry standards but requiring supplementary general emission control.
Core covered product ranges: Home appliances, consumer electronics, IoT smart home devices, LED drivers, switching power supplies, audio & video equipment, wireless terminals, commercial cabinets and other mainstream export goods.
II. Four Core Standard Revisions
This revision targets the industry pain points of wireless and high-frequency electronic products. All four updates are newly mandatory test items and the most frequent causes of testing failure, with targeted rectification solutions attached.
1、New Magnetic Field Emission Test for Wireless Charging
The old version contained no relevant control requirements. The new standard mandates magnetic emission testing from 9 kHz to 30 MHz for all wireless charging devices regardless of power rating. Magnetic leakage generated by device coils easily interferes with indoor precision sensors and audio equipment, triggering EMC non-compliance issues.
Rectification Solutions: Add magnetic shielding layers to coils; optimize coupling distance; adopt conductive sealing for charging cavities; install LC low-pass filters at input terminals to suppress harmonic leakage.
2、Expanded Low-Frequency Conducted Emission Test Band
Previous testing only covered the 150 kHz–30 MHz medium-high frequency band. The new version adds mandatory testing for the 9 kHz–150 kHz low-frequency range. PWM low-frequency harmonics of switching power supplies, LED drivers and variable-frequency motors are concentrated in this band, making it the biggest compliance bottleneck for power products.
Rectification Solutions: Adopt soft switching + RC absorption circuits to reduce switching spikes; build two-stage PI low-frequency filters; optimize PCB layout to shrink power loops and implement single-point grounding for power and signal grounds to eliminate loop noise.
3、Clarified Boundary Between RF and EMC Compliance
The industry-wide misunderstanding that RF certification can replace full-machine EMC testing has been eliminated. The new standard clearly defines separate control scopes: RF emissions and spectral spurs of Wi-Fi, Bluetooth, NB-IoT and other modules shall follow RED, FCC and other radio regulations; spurious interference generated by the complete machine’s power supply and digital circuits during module operation must comply with the limits set by this standard.
Rectification Solutions: Apply spread-spectrum clocking for high-speed circuits; fit shielding covers on digital circuits; separate routing for strong and weak current within the complete machine to avoid excess spurious emissions.
4、Unified Full Anechoic Room (FAR) Test Specifications for Rack-Mounted Equipment
Previously, there were unified FAR testing standards for servers and communication cabinets, resulting in inconsistent wiring and placement rules across laboratories and large deviations in test results, forcing enterprises to retest when submitting samples across borders. The new standard unifies test limits, layout and measurement specifications, drastically cutting retesting costs.
III. List of High-Risk Products
Based on new test items added in the revised standard, the following six product categories carry the highest risk of testing failure and are recommended to complete pre-compliance screening tests in advance:
1、Wireless charging products: Qi charging pads, vehicle wireless chargers, TWS charging cases, charging docks for smart wearables;
2、Variable-frequency home & personal care appliances: Variable-frequency refrigerators & washing machines, robot vacuum cleaners, electric toothbrushes, beauty devices;
3、Smart home equipment: Smart lighting, security cameras, multi-protocol smart gateways;
4、Power drive products: AC/DC adapters, LED drivers, inverters, UPS power supplies;
5、Wireless IoT terminals: Various sensor devices equipped with Wi-Fi, Bluetooth and NB-IoT;
6、Commercial equipment: Servers, communication chassis, industrial control cabinets.
IV. Enterprise Compliance Implementation Steps
1、Screen product applicability: Sort all product lines. New products for residential and commercial scenarios shall directly adopt the 2026 standard, while industrial equipment shall use the dedicated standard to avoid misapplication.
2、Front-end optimization in R&D: Abandon post-production rectification. Integrate shielding, filtering and routing optimization at the circuit, structural and PCB design stages to eliminate excess emissions at the source.
3、Special pre-test screening: Select laboratories with CNAS and CMA qualifications to conduct frequency scanning focusing on the two new test items (low-frequency conducted emission & wireless charging magnetic field) and locate excess emission risks.
4、Manage transition period policies: Research switching rules for the EU, UK, France, Germany, Japan, South Korea and other target markets. Old products without hardware modifications may retain original certificates; redesigned or renewed products must retest per the new standard.
5、Update documents & staff training: Revise product specifications, EMC specifications and EU Declaration of Conformity (DoC); deliver special internal training to unify enterprise compliance standards.
V. New Industry Trends
This standard revision will reshape the compliance landscape for exported civilian electronics in the long run:
1、Front-loaded EMC design becomes an industry necessity. Post-rectification costs will surge, and shielding & filtering solutions must be integrated into early-stage R&D.
2、The wireless charging industry will undergo reshuffling. Low-cost products with simple structures and no shielding/filtering will be completely eliminated from overseas markets.
3、Dual-track compliance becomes routine. Enterprises must manage RF certification and full-machine EMC testing separately to close compliance loopholes.
4、Unified global testing standards reduce cross-border retesting, lowering long-term compliance costs for export enterprises.
Although the new standard increases R&D and testing investment in the short term, it fundamentally eliminates operational risks such as customs detention, product recalls and customer complaints. Relevant electronics manufacturers are advised to launch product compliance assessments promptly, integrate the new standard into the full product lifecycle, smoothly complete the standard transition and consolidate overseas market competitiveness.
