The new ISED certification regulations in Canada: series certification mode is mandatory, how do enterprises respond?

Recently, the Canadian Department of Innovation, Science and Economic Development (ISED) issued an important announcement, making major adjustments to the application for equipment certification with multiple product marketing names (PMN). From June 30, 2025, it will be officially mandatory that such equipment must be handled in the mode of "Family Application", and multiple product marketing names (PMN) cannot be filled in a single field. This new regulation will directly affect the certification application process of related equipment, and enterprises need to make preparations in advance to avoid problems such as application being returned due to non-compliance.

A quick look at the core content of the new regulations

01 key change requirements

◆ It is forbidden to enter more than one PMN in a single field, even if it is separated by commas, slashes and spaces.

◆ If there are more than one PMN, it is regarded as a Family, and it is not allowed to submit only a single product certification.

◆ Each unique combination of HVIN+PMN should be listed as a Product Version (PV) separately.

◆ Violators will be returned, and CB (Certification Body) shall send the parts again with "Family Application".

02 specification basis

This new regulation is formulated according to section 9.3 of RSP-100, which clearly stipulates that all equipment belonging to the same product series should apply for series certification if:

◆ The same HVIN corresponds to multiple PMN.

◆ Multiple HVIN correspond to the same PMN, and each product version must contain a unique field (such as PMN).

03 Consequences of non-compliance.

From June 30, 2025, if multiple PMN field data appear in the application form, the application will face the following treatment:

◆ Returned by the system to CB (Certification Body);

◆ The original application will be refunded, and it needs to be re-applied with "Family Application" and submitted again.

04 Description of differences in certification requirements

◆ This new requirement mainly affects the application operation mode, the content of application documents and the operation process of certification body (FCB).

◆ Because ISED stipulates that when multiple models/product versions apply for ISED certification in Canada, it is required that each applied model/product version must provide internal and external photos of the product, even if the applicant declares that all models are the same, only the model names are different. Therefore, it will be necessary to provide corresponding products for product photography, which will also increase the operation time.

◆ ISED revised the service fee in 2023, and changed the equipment registration fee to a fixed fee. No matter how many models (product versions) are included, the registration fee is no longer charged according to the model, so the new regulations will not affect the registration fee.

Influence of new regulations on enterprises;

◆ The new regulations mainly affect the application operation mode, the content of application documents and the operation process of certification body (FCB), and enterprises need to keep close communication with certification bodies.

◆ According to the latest requirements of ISED, when multiple models/product versions apply for ISED certification in Canada, each model/product version needs to provide internal and external photos of the product, even if there is only a name difference between the models. This means that enterprises need to provide corresponding products for product photography, which will increase the preparation time for certification.

◆ ISED revised the service fee in 2023, and changed the equipment registration fee to a fixed fee, instead of charging the registration fee according to the model (product version). Therefore, the registration fee for serial certification applications will remain unchanged.

Enterprise response guide:

1. Immediate self-inspection: carefully check whether the PMN of the products that have been certified and are being applied for meet the requirements of the new regulations.

2. Strict naming: For new applications, the application documents must be prepared according to the "series certification" mode, so as to ensure that each HVIN+PMN combination is listed separately.

3. Update the database: If the existing PMN does not meet the requirements, you need to contact the certification body as soon as possible to start the information update process.

4. Internal training: ensure that the marketing, R&D and certification teams fully understand the new regulations and strictly implement them.

5. Pay attention to policy trends: pay continuous attention to ISED policy updates, and adjust the certification strategy in time to ensure the smooth entry of products into the Canadian market.
