Regulatory Information | CPSC of the United States issued the latest regulatory requirements for battery products containing button cell or coins

On September 21st, 2023, the Consumer Product Safety Commission (CPSC) of the United States issued the Final Rule (DFR)16 CFR 1263 for button and coin batteries and related products to protect children under 6 years old from battery intake, and the DFR will take effect on October 23rd, 2023.

The new rules are incorporated by reference into the voluntary standard ANSI/UL 4200A-2023 as a mandatory standard for consumer products containing button cell or coin batteries.

After December 20, 2023, children's products subject to this regulation need to be tested and certified by third parties. However, due to the limited availability of testing, the Consumer Product Safety Commission granted a 180-day transition period from September 21, 2023 to March 19, 2024.

At the same time, CPSC also issued another rule, which added the warning sign of 16 CFR part 1263 button cell or coin battery packaging, and also included the battery with independent packaging. The final rule will take effect on September 21st, 2024.

Scope:

Consumer products containing one or more button cell or coin batteries, whether these batteries are intended to be replaced by consumers, included with the product or sold separately.

Exemption from this scope:

★ Toy products that meet the battery accessibility and labeling requirements in 16 CFR 1250;

★ The Consumer Product Safety Commission has determined that there is no danger of ingestion in button cell or button cell, such as zinc-air button cell or coin batteries.

Requirements:

According to Section 1263 of Volume 16 of the Code of Federal Regulations, ANSI/UL 4200A-23 "Safety Standard for Products Containing button cell or Coin Batteries" will become mandatory. ANSI/UL 4200A-2023 includes the following contents:

A. battery room fixing performance requirements;

B. pretreatment requirements;

C. use and abuse of testing;

D. packaging requirements;

E. labeling requirements.

16 CFR 1263 includes warning label requirements for packaging of button cell or coin batteries, including button cell or button cell, which are packaged separately from consumer goods.
