On May 1, 2023, the Ministry of Economy, Trade and Industry (METI) of Japan revised Appendix 12 of the Electricity Safety Law and released the latest version of standard J62368-1 (2023). This standard is based on the third edition of the international product safety standard IEC 62368-1 (2018), incorporating local differences in Japan.
On May 15, 2023, IECEE announced the country differences for J62368-1 (2023). The third edition CB report certificate of IEC 62368-1 (2018) can now be used to apply for PSE certification.
New version requirements
◆ The old version of standard J62368-1 (2020) will expire on April 30, 2026. Before the expiration, enterprises can choose to issue certificates according to the corresponding version of CB, such as J62368-1 (2023) or J62368-1 (2020);
◆ The existing diamond shaped PSE J62368-1 (2020) certificate remains valid for 5 years and is not subject to the date limit of April 30, 2026, and can be used up to the validity period on the certificate;
◆ Circular PSE logo, S mark needs to be upgraded from J62368-1 (2020) to J62368-1 (2023) by April 30, 2026.
What is PSE certification?
PSE is a mandatory safety certification issued by the Japanese government for electronic products. According to the Electrical Product Safety Law of the Ministry of Economy, Trade and Industry (METI) of Japan, general electrical equipment, portable generators with a rated voltage of 30V-300V, lithium-ion batteries with a single cell volume energy density above a certain value and non-specific uses must obtain PSE certification before being exported to Japan for sale.
PSE is divided into circular PSE logo and diamond PSE logo. Obtaining the diamond shaped PSE logo requires a third-party certification body recognized by METI to assess the product in multiple aspects, including safety, electromagnetic compatibility (EMC), factory inspection, etc. The product can only enter the Japanese market after obtaining the PSE logo; The certification of the circular PSE mark is generally aimed at product inspection, and there is no requirement for the audit factory. It can be issued by qualified domestic laboratories for inspection.
PSE certified product control scope
Diamond PSE: 116 specific electrical items (electrical items with a high probability of danger, including electrical equipment with a rated voltage of not less than 100V, and portable generators with a rated voltage of 30V-300V);
Circular PSE: 341 types of non-specific electrical appliances (excluding specific electrical appliances with a high probability of danger, including electrical equipment with a rated voltage of not less than 100V, lithium-ion batteries with a single cell volume energy density of a certain value or above and non-specific use).
Note: After obtaining PSE certification for the product, Japanese importers also need to register and file with METI locally based on the PSE report.
Materials to be prepared for Japan's PSE certification application
1. Application submission information: Business license, application form.
2. Test preparation information:
(1) CB report (including Japanese language difference test);
(2) Layout drawings;
(3) PCB design drawings related to safety regulations;
(4) Specification of transformer and coil parts;
(5) List of key components and their certificates;
(6) Japanese manual or assembly manual;
(7) Japanese nameplates and warning signs (including PSE identification and notified supplier names);
(8) Structural data sheet;
(9) List of production and calibration certificates used in factory production.
3. Provide samples for testing: at least two main test models and one derived model each.
