China's Ministry of Industry and Information Technology (MIIT) issued an announcement on February 6, 2023 to reform the network access permit (NAL) system. Notice of reform measures and implementation details of the network access licensing system for telecommunications equipment is as follows:
1、 Adjust the supervision methods of some telecommunications equipment
2、 Streamline and optimize network access permit detection projects
3、 Announce the commitment time limit for network access permit approval
4、 Extend the validity period of network access trial approval
5、 Implement product family management for telecommunications equipment
The above measures will take effect on March 1, 2023.
Taiwan China Taiwan China
Taiwan NCC certification requires submission of a complete antenna report.
According to Proposal 1112502, Taiwan NCC requires applicants for RF equipment to provide complete antenna specifications or antenna test reports (including antenna type/antenna manufacturer and address/antenna brand/antenna model/antenna frequency and Gain value /2D or 3D drawings/antenna photos, etc.) starting March 1, 2023.
European Union
On 17 February 2023, the European Chemicals Agency (ECHA) launched a public consultation on two potential SVHC candidate list substances. The public consultation will close on 3 April 2023, during which stakeholders can submit comments to the ECHA. Substances that pass the evaluation will be added to the official SVHC inventory as the 29th batch of SVHC substances.
South Korea
On February 6, 2023, the Korea Radio Research Organization (RRA) issued a revised draft of the Notification of Conformity Assessment for broadcasting and telecommunications equipment. The draft improves the scope of wireless equipment to which the conformity assessment change procedure applies and the method of identifying equipment subject to conformity assessment.
Specifically, under the current regulations, wireless devices that have already passed the conformity assessment must apply for a new conformity assessment if new wireless functions are added. But the draft recommends that such devices go through a change reporting process rather than a conformity assessment.
The draft is currently being reviewed.
India
MTCTE India gives instructions on radio consistency, IT security and EMI/EMC testing of cellular network base stations according to applicable ER.
1. The conformance test for the base station radio unit covered in the MTCTE application may be performed using any baseband unit, which may or may not be mentioned in the submitted MTCTE application.
2. Safety test reports for multiple radio units or baseband units belonging to a particular series may be submitted for safety testing on a single radio unit operating on a particular frequency ir baseband unit of that series, taking into account that the highest power units have been tested.
3. EMI/EMC test reports for each radio unit and baseband unit mentioned in the MTCTE application shall be submitted.
Brazil Brazil
ANATEL of Brazil has published a new version of the Telecommunications Equipment Safety Testing Standard Act 17087 (which replaces the original safety regulation Act 950).
The major changes are as follows:
● Safety testing will be applied to all telecommunications equipment in use environment, provided that the end user has unconditional and unlimited direct access to the product. For example, telecommunications equipment used in buildings (whether civil or commercial), in vehicles or in aviation equipment without any access restrictions;
● Direct use of mains power supply equipment must be marked in the product nameplate rated voltage, current and power and frequency values; For equipment powered by external AC adapters, the rated voltage, current, power and frequency of the adapter must be marked on the nameplate of the adapter sold in tandem.
● For battery-powered equipment, if the battery can be replaced directly by the end user, the operating instructions for battery replacement must be noted on the terminal equipment manual;
● Class1 The warning words of the product can be written in the manual or on the nameplate.
● For products sold without adapters, if they need to be paired with adapters that are exclusively certified by ANATEL, the user manual of the product shall note relevant requirements for the use of certified adapters so as to guide consumers to purchase.
Saudi Arabia
The Saudi Arabian Authorities (SASO) will implement the RoHS requirement for lighting equipment on March 31, 2023. The next phase of the mandatory category of SASO RoHS, electrical equipment and Power tools, will be implemented from June 2, 2023.
Mexico
The Mexican IFETEL allows free use of the 5925-6425MHz band
On February 16, 2023, the Mexican Federal Institute for Telecommunication Research (IFETEL) issued a proclamation designating the 5925-6425MHz band as a free band, in which the public can freely operate devices such as mobile phones, wireless speakers, remote-controlled toys, tablets and laptops without authorization.
The announcement also stressed that the band is only suitable for indoor low-power equipment and very low-power equipment indoors and outdoors, and is not yet open for outdoor use.
Singapore Singapore
A multiplexer adapter in Singapore needed to have a CoC security mark starting in 2024.
On 10 February 2023, the Singapore Consumer Product Safety Office (CPSO) issued circular CPSO-100223-07, under which all multiplexers (traditional multiplexers and newly designed multiplexers), regardless of shape and design, will, with effect from 11 February 2024, All must carry a valid CoC safety mark before sale in Singapore. Registered suppliers will be given a one-year grace period to test and certify existing products and attach a valid safety mark.
IMDA in Singapore is opening its 6GHz band for public consultation.
The Infocomm Media Development Authority of Singapore (IMDA) launched a public consultation on the "Proposed Allocation of the 6 GHz frequency band in Singapore" on 14 February 2023.
Russia
Russian Telecommunications Equipment Certification (FAC) Regulation "Decree 214" was officially replaced by "Decree 1387" on 1 March 2023, which is valid for six years; New certificates issued after that date (CoC/DoC) will indicate that they are issued under Act 1387.
This regulation confirms the basic requirements of Russian telecommunications equipment certification, stipulating that the products on the "List of Communication equipment for Compulsory certification" must obtain the mandatory certification CoC, and the products on the "List of communication equipment for compulsory certification" need to obtain the declaration of compliance DoC.
Columbia
Colombia's National Spectrum Authority (ANE) announced Resolution 737 on 18 November 2022, allowing the indoor use of the 5925-7125MHZ band without permission. This spectrum allocation plan enables the application of wireless access networks (WAS) such as Wi-Fi6E.
