02 The European Commission approves the unified universal charger port for electronic equipment

In September 2021, the European Commission proposed a legislative proposal to harmonize charging ports and fast charging technologies.

On October 4, 2022, the European Parliament voted to unify the charging ports of all mobile phones, tablets and cameras sold in the EU.

By the end of 2024, these devices must be equipped with USB Type-C charging ports.

In the spring of 2026, new laptops must also be equipped with USB Type-C charging ports.

Conversion period: 12 months

Adaptation period: 12 months

● Optimization of access permit system

1. Reduce the commitment time limit for approval of network access permit to 15 working days.

2. The validity of the online trial approval will be extended from one year to two years.

3. Implement the electronic sign of network access permit.

4. For products that have obtained the network access license, if the licensed enterprise adds or changes the entrusted production enterprise, or does not change the technology and appearance of the main functions and core components, it is not necessary to re apply for testing and licensing.

5. Unify the requirements for electromagnetic compatibility (EMC) testing of network access license and mandatory certification of telecommunications equipment. Enterprises only need to conduct one test when applying for license and certification, and the test reports are mutually recognized.

● Model approval SRRC system optimization

1. Reduce the approval commitment time limit of radio transmission equipment model approval to 15 working days

2. In addition to the requirements of radio frequency planning adjustment and frequency use license period, the validity of the Radio Transmission Equipment Type Approval Certificate shall be extended to more than 2 years if it is less than 2 years.

3. The coding mode of radio transmission equipment model approval code was optimized. The Ministry of Industry and Information Technology formulated and released the coding rules, and the enterprises independently prepared the approval code according to the coding rules. It is convenient for enterprises to arrange production plans, but products shall not be sold or used before obtaining model approval.

Korea

On September 16, 2022, KATS, the Korea Science and Technology Standards Bureau, issued a draft amendment to the Regulations for the Implementation of the Electrical Appliances and Consumer Goods Safety Administration Law. The draft expands the scope of application of safety verified electric vehicle chargers from "products with rated output below 200kVA" to "products with rated output below 500kVA". The draft also broadens the safety management level of electric steamers and foot warmers with DC 42V and below from "safety verification target" to "supplier compliance verification target". In order to clarify the safety control scope of transformers, electric vehicle chargers, power converters, information communication office equipment, etc., the document further changes the "rated capacity" specified in the scope of these products to "rated output" 。 All parties interested in the draft amendment can provide comments before November 16, 2022.

Thailand

The Ministry of Industry of Thailand issued a new industrial standard TIS 2238-2565 "Electromagnetic Compatibility - Requirements for Household Appliances, Electric Tools and Similar Appliances, Part 1: Noise Emission" on September 20, 2022.

The scope of TIS 2238-2565 is extended to:

◆ Household appliances, such as various cleaning appliances;

◆ electric tools, such as electric tools and garden and lawn machinery;

◆ Similar appliances, some of which include electric medical equipment, electric and electronic toys, personal and beauty care appliances, vending machines, entertainment equipment, battery chargers and external power supplies.

This announcement will come into force on January 18, 2023.

Taiwan, China

On September 6, 2022, the Bureau of Standards and Inspection (BSMI) of the Ministry of Economic Affairs of Taiwan announced the revision of the "relevant inspection regulations on the commodities subject to inspection and consultation".

The original inspection method of "digital cameras and digital cameras (except those belonging to medical equipment or telecommunications terminal equipment)" is changed from the declaration of conformity (DoC) to the verification registration (RPC) or type approval batch by batch inspection (TABI), and will be enforced from January 1, 2025.

For digital cameras and digital camera products that originally used the conformance statement as the inspection method, the original conformance statement will lose its validity as of January 1, 2025.

Since the announcement date (September 6, 2022), digital cameras and digital camera products that originally used DoC as the inspection method can be inspected batch by batch according to the verification registration or type approval. If the certificate issuing date is earlier than January 1, 2025, the validity period will be 3 years from January 1, 2025.

In addition, the customs code and input regulation code have been revised.

Brazil

On September 6, 2022, the National Institute of Metrology, Quality and Technology (INMETRO) of Brazil announced the revision of Inmetro No. 148, a comprehensive regulation on household appliances and similar electrical appliances.

The main revisions are as follows:

◆ Added the description of the validity period of the certificate issued according to the Inmetro Portaria 371/2009 certification mode 5, and the validity period of such certificate will be up to December 31, 2025.

◆ The year of publication of the roller dryer standard (2018) is corrected to IEC 60335-2-11:2019 (Ed.8.0).

◆ The date when ABNT NBR NM 60335-1:2010 and IEC 60335-1:2006 (Ed.4.2) are allowed to be used as reference standards is extended to December 31, 2025.

◆ Corrected the corresponding description of requirements for initial test and maintenance test of certification mode 5.

◆ Item 6.1.1.4.2.2 of Annex I has been changed for the description of the representative test model selected in the series application.

◆ Annex III, List 1 (List of products under control) has been updated.

◆ Two new products (gas water heaters and instant water heaters covered by IEC 60335-2-35) have been added to Annex III, List 2 (List of products not under control).

Mexico

On September 13, 2022, the Federal Institute of Telecommunications (IFT) of Mexico released Part III of IFT-011-2022 Technical Specifications, namely the technical specifications for mobile terminal devices (mobile phones and/or smart phones) to use cellular broadcasting services to notify risks or emergencies.

This specification specifies the corresponding test methods and requirements and will take effect on March 13, 2023.

Chile

On September 14, 2022, the Chilean certification authority SUBTEL issued Resolution 2844 and updated Resolution No. 1985, which came into effect on the date of issuance.

The main contents include:

◆ Medical equipment with a frequency of 2400-2483.5MHz is included in the range specified in Res 1985 Section J.1, and its maximum allowable transmission power becomes 1W.

◆ The vehicle radar system with the frequency of 77GHz is used. The original required conduction power is 10mW, and the maximum antenna gain of 40dB is replaced by the maximum transmission power of 50dBm.

◆ Adjust the allowable frequency range of WIFI 6E to 5925-6425MHz.

Singapore

From October 1, 2022, Singapore will implement the following subsidiary regulations on environmental protection:

a. Greenhouse Gas Regulations for Environmental Protection and Management 2022

B. Regulations on Controlled Products for Environmental Protection and Management 2022

c. Regulations on Environmental Protection and Management of Regulated Products and Registered Suppliers 2022

d. Exemption from the Regulations on Environmental Protection and Management of Controlled Commodities 2022

Since that date, controlled refrigerators and air conditioning products must use refrigerants that meet GWP limits and register with NEA in accordance with the requirements of the above environmental protection and management regulations. For products imported or manufactured in Singapore before October 1, 2022, the supplier will be given a one-year grace period to clear the inventory.

After September 30, 2023, NEA will stop using climate friendly labels, which will no longer be allowed to be reflected in products or their advertisements.

The warning labels for R32 air conditioners and R600a refrigerators still apply.
