China's SRRC Radio Frequency Allocation Draft Regulations Open for Public Consultation

On June 27, 2022, the SRRC of the State Radio Office of China drafted a draft revision of the "Regulations on Radio Frequency Allocation of the People's Republic of China" for public comments. The purpose of the new draft is to meet the development needs of new radio technologies and new services, promote the rational and effective use of radio frequency resources, and maintain alignment with the International Telecommunication Union (ITU) Radio Regulations (2020 Edition).

It is worth noting that the opinion draft proposes that the radiolocation service in the 79-81GHz frequency band should be preferentially used in applications such as automotive radar, and all parties can put forward suggestions and opinions before July 31, 2022.

According to Article 1 of the ITU Constitution, the National Telecommunication Union Radiocommunication Sector (ITU-R) shall in particular "maintain and expand international cooperation among all ITU Member States for the improvement and rational use of telecommunications of all kinds" . The ITU-R Sector is centrally responsible for ITU's radiocommunication work. Its goal is to achieve worldwide agreement on the use of space and terrestrial radiocommunication services and the increasingly widespread use of radio services, including the extremely popular new mobile communication technologies.

Recent updates of India MTCTE certification

Indian MTCTE certificate validity period increased

On July 1, 2022, India's Telecommunications Engineering Center (TEC) issued a notice to increase the validity period of the Mandatory Testing and Certification of Telecommunications Equipment (MTCTE) certificate from 5 years to 10 years, effective immediately.

New Product Specification (ER) for MTCTE in India

On July 1, 2022, India's Telecommunications Engineering Center (TEC) released a new product specification (ER) "TEC30042207", which is applicable to hybrid set-top box products, and the certification method is "General Certification Scheme" (GCS);

Newly exempted products from MTCTE certification

On June 23, 2022, TEC notified PTP and PMP microwave fixed radio systems of exemption from MTCTE certification, with an exemption date until December 22, 2022 or further notice by TEC.

MTCTE extends mandatory one-year extension for Phase-Ill and IV products

On June 13, 2022, the Engineering Centre of India (TEC) made some changes to the circular issued on January 31, 2022. Extend the mandatory date for Phase 3 and 4 products from July 1, 2022 to July 1, 2023; extend the acceptance date of ILAC reports from foreign laboratories from June 30, 2022 to 2023 June 30.

Thailand TISI issued an announcement to implement the new standard TIS 62368-1 (2563)

On June 24, 2022, the Ministry of Industry and Information Technology (TISI) of Thailand issued an announcement stipulating that 20 types of audio-video, information and communication technology (AV/ICT) equipment should be mandatory to comply with the TIS 62368-1 (2563) standard (reference standard: IEC 62368-1 :2018), superseding the current standard TIS 1195-2536.

The above 1-19 categories of AV/ICT products will be officially mandatory on December 21, 2022. Smartphone and tablet power supplies (adapters) will be officially mandatory to meet the standard on October 17, 2023.

After December 21, 2022, all certificates under the TIS 1195-2536 standard will be revoked.

Malaysia updates requirements for IPv6 devices without WiFi interface

On July 10, 2022, SIRIM, the Malaysian Institute of Standards and Industry, issued a notice SQASI/CMCS/1/22/0005 to extend the certification of provisional type approval for IPv6 cellular equipment without WiFi interface for another year, effective from 2022 From July 10 until further notice.

Other changes are as follows:

1. All newly applied certificates and updated Certificates of Conformity (CoC) are valid for a maximum of one year;

2. For IPv6 devices on other media (for example: fiber optics and Ethernet LAN), a temporary certificate will also be issued, valid for one year;

3. During the provisional approval period, the applicant must conduct the test in any accredited laboratory and submit the test report for SIRIM assessment. If IPv6 over cellular interface or other medium complies with IPv6 requirements, a formal certificate will be obtained.

Australian Power Adapter and Charger Safety Standards Official Update Reminder

In June 2021, EESS Australia issued an Information Bulletin (#21-030) to assist in understanding the correct relevant standards for power supplies and battery chargers (electrical equipment in the low voltage range); this standard begins 15 June 2021 Effective, the transition period is one year, and the new standards will be implemented from June 15, 2022.

1. General purpose power adapter

2. Power adapter for specific Class III structural appliances

3. Power adapter provided with specific (ITE, audio, video) electronic equipment

4. Power adapter provided with/for lighting equipment

5. Battery charger

6. Battery chargers with specific electronic (ITE, audio, video) equipment

From 15 June 2022, any application for certification for scenarios 2, 3, 4 or 6 where the brand and type of device is not included in the user description of the power supply or battery charger may be rejected by Australia.
