As sound‑light dolls, smart educational toys and electric experiment kits gain growing popularity among children, the electric‑toy product category has expanded rapidly. At the same time, safety incidents including accidental ingestion of coin‑cell batteries, blue‑light‑induced eye damage and charging‑related overheating keep occurring.
GB/T 19865‑2024 Safety of Electric Toys came into force on August 1, 2026, fully replacing the long‑implemented GB 19865‑2005. Benchmarked against the international standard IEC 62115:2017, this revision fills many long‑standing regulatory gaps.

This update covers more than hardware safety improvements: optical radiation and software reliability are for the first time set as mandatory requirements under the national standard. In parallel, conversion of CCC certificates has been launched. Delayed conversion may lead to certificate suspension or revocation, which will stop products from normal production and shipment.
I. Which Products Must Comply with the New National Standard?
The new standard expands the applicable scope of electric toys. Any product intended for play by children under 14 years old, where at least one function relies on electric power, shall meet the standard requirements:
Assembled electric toys
Experimental electric toys such as electric experiment kits
Functional electric toys: scaled simulation models replicating adult‑use appliances
Electric toy computers
Dollhouses with built‑in lighting
✨Special Reminder: If outer packaging itself has playable functions, such packaging is regarded as part of the electric toy and shall also comply with the standard.
II. Technical Upgrades Across Four Dimensions: Raised Overall Safety Barriers
1. Stricter Battery Safety: No Exemptions for Any Age Group
Accidental ingestion of coin‑cell batteries and thermal runaway / fire risks of lithium‑ion batteries represent the highest‑frequency hazards for electric toys. The new standard gives top priority to battery safety, with mandatory compliance for all toys regardless of age grouping.
Rechargeable lithium‑ion batteries shall conform to GB/T 31241 for lithium‑ion battery safety.
Rigid rules for coin‑cell / button‑battery compartments: Children must not be able to open the compartment via two or more separate actions without tools. Screws and fasteners for compartment lids must stay attached to the lid or toy body after opening and must not fall off.
Small components fitted with batteries and small‑part batteries shall only be detachable with tools; no exemptions apply.
New mandatory requirements for coin‑battery warning labels and user manuals: Warnings for risks of accidental ingestion and chemical burns must be included, along with emergency‑treatment guidance.
