In November 2024, the European Commission officially published a new draft Commission regulation, which stipulated the ecological design requirements of external power supply, wireless charger, wireless charging pad, universal portable battery charger and USB Type-C cable. The new regulation is based on the Directive 2009/125/EC of the European Parliament and Council, and will replace the existing Commission Regulation (EC)2019/1782 on the ecological design requirements of external power supply.
Implementation time of laws and regulations
The tentative adoption date is the third quarter of 2025, and the tentative effective date is 20 days from the date of publication in the official journal of the European Union, and it will be enforced after 3 years from the effective date.
Key points of regulation update
1. Considering the requirements of interoperability, expand the scope of application and increase the battery charger of wireless charger and universal portable battery;
2. Introduce the standby power consumption limit of wireless charger and wireless charging pad;
3. Expand the scope of application and add USB Type-C cables to limit its energy loss and inform consumers of the maximum power supported;
4. Cancel the restrictions on the definition of EPS with output power less than 250 W and EPS supplying power for limited product list;
5. It is required to affix the EU "Universal Charger" logo on the USB Type-C charger to inform consumers of its interoperability;
6. Require the USB Type-C charger to use detachable cables, and mark the supported power at each port;
7. Introduce a general requirement that EPS must be a USB Type-C charger to supply power to a series of products not covered by the Radio Equipment Directive, so as to maximize interoperability. Interoperability EPS requirements, aiming at at at least one Type C interface;
8. Exclude some EPS from the interoperability requirements (including EPS used in wet conditions and EPS used with toys and most power tools);
9. Minimum threshold for improving energy efficiency;
10. Introduce the minimum efficiency threshold under 10% load;
11, the introduction of output power performance requirements;
12, clear test conditions (especially adaptive power supply), the transition phase of the relevant test methods; Some products accept the Final rules test requirements related to DOE;
13. It is necessary to test USB Type-C and USB PD power supplies without cables, and introduce a unique cable correction factor to ensure a level playing field for interoperable EPS.
