Although for the safety of lithium batteries, many international and domestic standards have put forward requirements, such as lithium battery transportation requirements (UN38.3), mobile phone battery specifications (GB/T18287-2013), portable sealed battery safety requirements (IEC 62133 : 2012/EN 62133: 2013), etc., but these standard requirements are not nationally compulsory (such as UN38.3 only applicable to the transportation field). All along, my country has been actively formulating mandatory international standards for lithium battery safety requirements.

China Quality Certification Center CQC issued the safety certification rules CQC11-464114-2014 for lithium-ion batteries and battery packs for portable electronic products on December 19, 2014. The application category is CQC mark certification 142003, and the revised content is as follows: According to the standard by CQC3306-2013 Modified to GB 31241-2014. Starting from the date of this notice, CQC New Energy Department began to use the new version of the implementation rules and certification standards to accept lithium ion batteries and battery pack safety certification applications for portable electronic products. Enterprises can submit certification applications through the CQC website.

The China National Standardization Administration SAC issued Announcement 27 on December 5, 2014, which contains 234 national standards including the standard "Safety Requirements for Lithium-Ion Batteries and Battery Packs for Portable Electronic Products". As can be seen from the standard code GB, the standard is a national mandatory standard, and the standard will be officially implemented on August 1, 2015. The national standard number for lithium-ion batteries and battery packs (hereinafter referred to as batteries) for portable electronic products is GB 31241-2014. As a result, the reference standard for battery CQC safety certification of the China Quality Certification Center will soon be changed from CQC3306 to GB31241-2014.
