On August 3rd, 2023, DGFT (Director General of Foreign Trade) of India issued Notice No.23/2023, which imposed import restrictions on notebook computers, tablet computers, all-in-one personal computers, subminiature computers and servers with immediate effect.

Subsequently, on August 4th, DGFT announced again that it would grant the import restriction policy a three-month transition period, and the effective time was postponed to November 1st, 2023. That is to say, before November 1, the related goods imported from India can still be cleared normally, but since November 1, the related goods imported from India must provide a "restricted import license" before they can be cleared smoothly.

The main contents of the notice are as follows:

The import of notebook computers, tablet computers, integrated personal computers, subminiature computers and servers under the general customs code 8741 (84713010, 84714110, 84714120, 84714190, 84714900, 84715000) will be restricted.

To import the products under the above customs codes, you need to obtain a Restricted Imports License issued by DGFT before you can import them into India.

Before submitting an application for import restriction license to DGFT, the manufacturer must obtain a WPC certificate in advance (ETA-SD self-declaration is not accepted).

Circumstances under which the application for import restriction license can be exempted:

1. Only one notebook computer, tablet computer, integrated personal computer and other similar products are imported, except servers;

2. Products (up to 20 pieces per batch) are imported for the purpose of research and development, testing, debugging and evaluation, maintenance and return, and product development;

3. The products are re-imported after being repaired abroad;

4. The product is an important part of another product.
