On June 14th, 2023, the European Parliament passed the regulation on the EU Battery and Waste Battery Law with 587 votes in favor, 9 votes against and 20 abstentions. According to the normal legislative process, this regulation will take effect 20 days after it is officially announced by the EU. The agreement aims to improve the relevant regulations on battery management in the EU in the New Battery Law, which will have a far-reaching impact on all aspects of the industrial chain, including battery design, production and recycling.
The new regulation fully considers the development and future challenges of battery technology, covering the whole life cycle supervision and requirements of batteries from design to scrapping. The key measures of the regulation include:
★ Make mandatory carbon footprint statement and label for electric vehicle (EV) batteries, light vehicle (LMT) batteries (such as electric scooters and bicycles) and rechargeable industrial batteries with capacity exceeding 2kWh;
★ Optimize the design of portable batteries in household appliances so that consumers can easily disassemble and replace them themselves;
★ Design digital battery passports for LMT batteries, industrial batteries with capacity exceeding 2 kWh and electric vehicle batteries;
★ Implement due diligence policy for all economic operators except small and medium-sized enterprises;
★ Stricter waste collection targets
★ Minimum recovery requirements for key metal materials in waste batteries.
★ Recover the minimum level for new batteries from manufacturing and consumption wastes.
