Lithium-ion Batteries under CCC Certification: From Standards to Practice

In the current era of rapid technological development, lithium-ion batteries, with their advantages such as high energy density and long cycle life, are widely used in portable electronic products, electric vehicles, energy storage devices and other fields, becoming an indispensable part of modern life. However, with the rapid expansion of its market size, products of varying quality have flooded the market. Some inferior batteries have caused safety accidents such as fires and explosions, seriously threatening the lives and property of consumers. Against this backdrop, the CCC certification system for lithium-ion batteries emerged, aiming to regulate the market and ensure safety.

CCC certification, also known as China Compulsory Product Certification, is a market access system implemented in China in accordance with relevant laws and regulations, and it is legally binding and mandatory. In March 2023, the State Administration for Market Regulation issued Announcement No. 10, clearly stating that starting from August 1, 2023, designated certification bodies will begin to accept CCC certification applications for lithium-ion batteries and battery packs, power banks, and power adapters/chargers used in conjunction with telecommunication terminal products. Starting from August 1, 2024, products that have not obtained the CCC certification certificate and the certification mark are strictly prohibited from being manufactured, sold, imported or used in other business activities.

At present, the CCC certification for lithium-ion batteries mainly targets lithium-ion batteries and battery packs used in portable electronic products. Specifically, it includes portable power sources with a weight not exceeding 18Kg, featuring AC/DC input/output functions, and containing lithium-ion batteries and/or battery packs, such as common power banks and portable energy storage power sources, etc. And lithium-ion batteries and battery packs used in portable office products, mobile communication products, portable audio/video products, etc., but lithium-ion batteries and battery packs used in electronic cigarettes are not within the scope of this certification.

This certification is carried out in accordance with GB 31241-2022 "Safety Technical Specification for Lithium-ion Batteries and Battery Packs for Portable Electronic Products". This standard sets strict requirements for the safety performance of lithium-ion batteries, covering multiple key safety index tests such as overcharge protection, overdischarge protection, short-circuit protection, thermal abuse protection, mechanical shock, and drop. It ensures that batteries can effectively avoid dangerous situations such as fire and explosion in various extreme and abnormal usage scenarios, and truly safeguard the safety of users.

When enterprises apply for CCC certification for lithium-ion batteries, they need to submit a certification application to the certification body and provide detailed materials such as product manuals, technical parameters, production process flow diagrams, and business licenses of the enterprise. After accepting the application, the certification body will take samples for comprehensive type tests, strictly inspecting all performance and safety indicators of the products. After the type test is qualified, the certification body will also conduct on-site inspections of the enterprise's production plant to assess the enterprise's quality assurance capabilities, including aspects such as raw material procurement control, quality control during the production process, product inspection capabilities, and personnel training, to ensure that the enterprise has the ability to continuously and stably produce products that meet the certification requirements. Only when both type tests and factory inspections are qualified can an enterprise smoothly obtain the CCC certification certificate.

The implementation of CCC certification for lithium-ion batteries, on the one hand, has eliminated inferior products that do not meet safety standards, effectively ensuring the safety of consumers' use; On the other hand, it prompts enterprises to increase investment in technological research and development, enhance quality management levels, and promote the entire lithium-ion battery industry to develop steadily in a standardized and high-quality direction, becoming a solid guarantee for industry safety and quality.
