On November 23, 2022, the Official Journal of the European Union published the announcement on the revision of the limit requirements for hexachlorobenzene in Annex I of the Commission's Authorization Regulation (EU) 2022/2291 on Persistent Organic Pollutants (EU) 2019/1021 (POPs Regulation). The Regulation shall enter into force on the 20th day after its publication in the Official Journal of the European Union.

Hexachlorobenzene belongs to the substances listed in Annex I of EU POPs regulations. Before the revision, no unintentional trace pollutant (UTC) limit was set. According to Article 3 (1) of EU POPs regulations, its production, marketing and use in substances, mixtures or articles are prohibited. The Committee has determined that hexachlorobenzene mainly exists in the form of impurities, such as pesticides, chlorinated solvents, inks, coatings, paints and toners, wood, textiles and plastics. In view of the fact that hexachlorobenzene exists in substances, mixtures or articles as unintentionally used trace pollutants, in order to clarify the legal situation and promote law enforcement, the Committee decided to set the UTC limit of hexachlorobenzene at 10mg/kg (0.001%).
