On November 4, 2022, METI, the Ministry of Economy, Trade and Industry of Japan, released a collection of comments on the revision of technical standards and regulations for lithium batteries on its official website. The deadline is December 3, 2022. Revision content: Since Table 9 does not specify the method for monitoring the voltage of each cell/cell block in the battery pack, it is recommended to abolish Table 9 and unify it to J62133-2 in Table 12 that matches the latest international standard.

Revision background

1. According to the safety investigation results of NITE on lithium-ion batteries, it is determined that there is a failure to detect the voltage of each cell/cell block in the lithium-ion battery pack.

2. In the interpretation of technical benchmark, there are relevant provisions for detecting the voltage of each electric cell/electric core block in Table 12 corresponding to the latest international standards. On the other hand, there is no clear indication in Table 9.

3. Table 9 was added to the technical benchmark interpretation as a standard for lithium-ion batteries in 2008, and was made with reference to the current international specifications (IEC), but it was not modified later.

4. On the other hand, with the gradual normalization of the technical benchmark system in 2013, the old standards will be abolished in turn from the perspective of the integration of international norms.

On this basis, in order to prevent fire accidents caused by overcharging of lithium ion batteries, it is recommended to modify Table 9 and unify it into a standard that matches the latest international standard in Table 12.

Estimated implementation date

The amendment is expected to be implemented in the middle of December 2022, with a transition period of 2 years.

Requirements for PSE certification after revision of standards

On August 26, 2022, the Japanese deviation J62133-2 (2021) (JP ND) of IEC62133-2 was published on the official website of IECEE, which means that the CB report with Japanese deviation can replace the PSE report and issue the PSE certificate.

If the cell and battery have CB of IEC62133-2:2017, the following difference test shall be supplemented for Japanese deviation:

1. 28 day constant voltage charging of battery cell

2. Temperature cycling test shall be conducted for the cell and battery respectively

3. Low air pressure test of electric core

4. High rate charging of electric core

5. Forced internal short circuit of electric core

6. Battery overvoltage monitoring

7. Equipment drop (if applicable)

What is PSE certification

PSE certification is a mandatory safety certification in Japan, which is used to prove that electrical and electronic products have passed the safety standard test of the Japanese Electrical and Raw Material Safety Act (DENAN Law) or international IEC standards. The DENTORL Law of Japan stipulates that 498 products must pass the safety certification before entering the Japanese market. Among them, 165 Class A products shall obtain the diamond shaped PSE mark (compulsory certification), and 333 Class B products shall obtain the round PSE mark (voluntary certification).

Class A compulsory certification: special electrical equipment and material products (products that are easy to cause fire accidents, are dangerous, expensive, and need to be audited)

Class B compulsory certification: other electrical equipment and material products (relatively less dangerous products, cheaper than diamond products, no need to audit)

Scope of PSE certified products

PSE diamond: wires, wiring appliances, current limiters, transformers, stabilizers, electric heating appliances, mechanical appliances for electric power applications, AC electrical mechanical appliances, portable generators, other AC mechanical appliances, wire tubes, small AC motors, light sources and mechanical appliances for light sources, batteries, etc., which belong to the product scope specified in the specific electrical supplies safety law, such as: DC power supply devices, switches and sockets 165 products including electric water heater, power cord and plug, other household appliance transformers (AC-AC power supply products).

PSE round: products outside the scope of specific electrical product safety laws, such as: electric blanket, electric steamer, electric perm, electric oven, microwave oven, hair humidifier, refrigerator, electric mixer, electric egg cooker, electric insulation basin, hair dryer, electric humidifier, projector, washing machine, white hot bulb, fluorescent lamp, desk lamp, decorative lamp, advertising lamp, lithium battery, all LED bulbs and LED lamps.

Materials to be prepared for applying for PSE certification

1. PSE certification application;

2. Factory inspection questionnaire (when applying for specific electrical supplies);

3. Copy of business license of applicant, manufacturer and manufacturer;

4. Product manual;

5. Description of differences between products of different models in the same application unit;

6. List of key components and/or main raw materials;

7. Product dimension drawings, general assembly drawings and dimension drawings of each part;

8. Certificate of authorization issued by the manufacturer (if applicable);

9. Other required documents.

PSE certification process

1. Project confirmation: confirm the PSE certification standard, certification cost and time, sample quantity, etc;

2. Data preparation: according to the certification requirements, the enterprise shall prepare all documents required for certification;

3. Sample sending test: the enterprise sends the prepared samples to ZRLK testing laboratory for product testing;

4. Issuing report: the product test results meet the requirements of the certification standards, and the test report is officially issued;

5. Factory audit: arrange the first factory inspection for enterprises applying for certification of specific electrical products;

6. Mark use: After the review meets the requirements, the applicant formally obtains the PSE certification mark.
