On June 16, 2022, the United Kingdom (UK) officially released the SI 2022 No. 659 document, its "Toys (Safety) Regulations 2011" (UK SI 2011 No. 1881, "Toys Regulations") and "Cosmetics Regulations 1223" /2009, the update applies to both England, Wales and Scotland.

Since Brexit, the UK’s chemical testing regulations have basically followed the EU’s original framework and requirements, and the content of this update is no exception. It is still consistent with the EU’s earlier updated toy safety directives. The details are as follows:

1. Increase the number of substances in the prohibited list of allergenic fragrances from 55 to 58

2. Strengthen the control of the limit of soluble aluminum in leaching heavy metals

3. Restrict the use of aniline and formaldehyde in certain toys and toy materials

01 Allergenic fragrance

Increase the number of substances on the banned list of allergenic fragrances from 55 to 58, which will be enforced from October 15, 2022.

It is worth noting that the substances in the labeling list of its allergenic flavors did not follow the requirements of the EU Toy Directive (EU) 2020/2088 to add 61 flavoring substances.

02 Dissolvable aluminum

Strengthen the limited control of soluble aluminum in leaching heavy metals, which will be enforced from December 15, 2022.

03 Aniline and formaldehyde

Restrictions on the use of aniline and formaldehyde in certain toys and toy materials (for children under three years of age or toys designed to be placed in the mouth), mandatory from December 15, 2022.
