Certification Introduction 

ANATEL certification is a mandatory certification for telecommunications equipment or related equipment by the Brazilian National Telecommunications Administration (Agência Nacional de Telecomunicações), including wireless communication equipment, wired communication equipment and related auxiliary equipment; this certification ensures that telecommunications equipment sold in the Brazilian market meets Brazil's technical standards and regulatory requirements, and guarantees the product's quality requirements such as radio frequency, electrical safety, electromagnetic compatibility, and electromagnetic exposure. If the product entering Brazil does not complete ANATEL certification, it may face fines, seizures, and other penalties.

Products covered by Brazil ANATEL certification

According to Act No. 7280, ANATEL divides mandatory certification products into three categories.

Category 1: terminal products, including mobile phones, satellite phones, VOIP phones, mobile phone batteries, mobile phone chargers, telephone signal lines, modems, etc.;

Category 2: equipment using radio, including Wi-Fi routers, Bluetooth devices, GPS terminals, IoT devices, TV/radio antennas, receivers, transmitters, wireless network equipment, radio frequency automation equipment, etc.;

Category 3: other regulated telecommunications equipment, including optical cables, connectors, switches, mobile network signal transmitters, etc.

Brazil ANATEL certification application materials

1. Applicant information (the applicant must be a local Brazilian company);

2. Manufacturer ISO 9001 certificate;

3. Portuguese manual;

4. Technical specifications;

5. Application form;

6. Product nameplate;

7. Fixed frequency software (such as Bluetooth or WIFI products).

Brazil ANATEL certification application process

1. Laboratory selection: Select a laboratory with ANATEL certification qualifications for cooperation, and submit the certification application form and product technical documents.

2. Product pre-test: Mail samples to designated laboratories for pre-testing, mainly including wireless radio frequency, electromagnetic compatibility, electromagnetic exposure, electrical safety and other tests.

3. Rectification and retesting: If the test fails, the company needs to rectify and retest. If the pre-test is qualified, mail the samples to the local ANATEL designated laboratory in Brazil for testing.

4. Issue CoC certificate: The local testing laboratory in Brazil tests the samples and issues a CoC certificate.

5. Audit and certification: The official Brazilian ANATEL agency will conduct an audit based on the CoC certificate and other technical information, and issue the original ANATEL certificate after the audit is passed.

6. Certificate renewal: After the ANATEL certificate is issued, it must be renewed before the certificate expires to ensure the validity of the certificate.
