New regulations on telecommunication certification

On February 23, 2024, Indonesia's SDPPI issued a new telecom certification regulation, NO 3 TAHUN 2024, which replaced the old version of NO 16 TAHUN 2018. The implementation date was May 23, 2024 (90 days from the date of promulgation).

Major changes:

★ For HKT products (mobile phone, tablet, PDA), the date of test report must be issued within 5 years from the date of application.

★ The certificate fee shall be paid within 14 working days after the draft SDPPI is approved.

★ If the controlled products are sold in the Indonesian local market without obtaining the SDPPI certificate, the relevant departments will issue a written warning. 7 natural days, if the transaction continues, the product will be forcibly removed from the shelf.

★ If the emission power of controlled products is within 10mW, and there is only a single same wireless specification or module, the same brand and the same product category, in this case, SDPPI can accept serial model applications; Otherwise, you must apply for SDPPI certification according to a single model.

★ Add a detailed description of placing QR code on the nameplate/package. QR code also had requirements before, and this time it was updated to the regulations.

SAR control standard

On March 7, 2024, SDPPI issued SAR control standard No.177 TAHUN 2024. Mainly related to HKT products: mobile phones, tablets and handheld computers.

According to SAR regulations:

★ Mandatory Head SAR test will be started from April 1st, 2024.

★ From August 1st, 2024, mandatory SAR testing of trunk and limbs will be started.

Overview of SAR limiting key points:

Scope of application: It is applicable to mobile phones and tablet telecommunications equipment manufactured, assembled, imported, traded and/or used in the Republic of Indonesia.

Definition of equipment: mobile phone and tablet computer telecommunication equipment refers to those telecommunication equipment that are less than 20 cm away from the body and have a radiation emission power of > 20 mW.

Implementation schedule: The implementation of SAR restrictions is divided into two stages:

-SAR restrictions on the head will be implemented from April 1st, 2024.

-SAR restrictions on the trunk (torso/body) and limbs (limb) will be implemented from August 1st, 2024.

Test report:

-After the SAR restriction obligation comes into effect, the application for certificates of mobile phones and tablet telecommunications equipment must be accompanied by SAR test results reports.

-Test report exception: If the test center cannot issue the SAR test report in time, the applicant can attach the certificate of the domestic test center, which should include the date of issuance of the SAR test report.

-Validity period: The exception in Article 6 shall be valid for a maximum of 2 years, counting from the effective date of SAR restriction obligation.

-Test report submission requirements: SAR test reports issued by domestic test centers must be submitted to the Bureau of Standardization of Postal and Information Resources and Equipment of the Ministry of Communications and Information Technology within 14 days from the date of issuance.

At present, SAR testing is only open to local SDPPI accredited laboratories, and the testing ability is very limited. For detailed SAR limits, please refer to the specific 177 regulations and IEC 62209.
