On June 28, 2023, the UK HSE official website officially released the UK REACH 2023 No.722 revised regulation, announcing that the transitional clause for UK REACH registration will be extended for three years on the existing basis, and the regulation will come into effect on July 19, 2023. Starting from July 19, 2023, the submission dates for registration dossiers of different tonnage substances will be extended to October 2026, October 2028, and October 2030, respectively (hereinafter referred to as the "new buffer period").

1. Revised the definition of "relevant post IP completion period" in Article 127P (4B), extending from October 2023, October 2025, and October 2027 to October 2026, October 2028, and October 2030, respectively.
2. Extended the time for HSE compliance checks. Clearly, after the corresponding three deadlines, HSE needs to complete a compliance review of 20% of the files by October 27, 2027, October 27, 2030, and October 27, 2035.
Regarding UK REACH regulations
The UK REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals) regulation is one of the main legislation regulating chemicals in the UK. The regulation stipulates that the production, sale, and import and distribution of chemicals in the UK must comply with UK REACH regulations, but Northern Ireland continues to apply the EU REACH regulations. UK-RECH stipulates that chemical substances manufactured or imported into the UK must be registered with the HSE (Health and Safety Authority), including the hazards, uses, and exposure information of the substance. The registration information is used by HSE for regulatory purposes and can also be used by registrants to determine appropriate risk management measures for themselves and downstream users in the supply chain.
The UK-RECH regulation includes transitional provisions to reduce industry disruption when transitioning from EU REACH to a new system. These clauses allow companies to submit initial 'declaration' data to continue trading, and complete registration data is required thereafter. After the revised regulations come into effect (July 19, 2023), the deadline for completing the transitional registration process is:
October 2026: For substances that were included in the EU SVHC list before the UK-RECH regulation came into effect (December 31, 2020); CMR substances manufactured or imported in quantities of 1 ton or more per year; Manufactured or imported annually in quantities of 100 tons or more of substances that are highly toxic to aquatic organisms; And all substances manufactured or imported in quantities of 1000 tons or more per year.
October 2028: For substances listed on the UK SVHC list before the end of the previous submission deadline (October 27, 2026); And all substances produced or imported in quantities exceeding 100 tons per year.
October 2030: For all substances with an annual production or import volume of 1 ton or more.
