News | EU releases new regulations (EU) 2018/1513

On October 12, 2018, the European Commission issued Regulation (EU) 2018/1513, which is classified as carcinogenic, genetic mutation, and reproductive toxicity (CMR) 1A in the EU REACH Regulation (EC) No 1907/2006 Annex XVII And 1B related to clothing and related accessories, textiles and footwear products in direct contact with the skin to make regulations. According to the regulations, these substances will be added to Article 72 of Appendix XVII, and Annex 12 will be added at the same time. The regulations will be implemented on November 1, 2020.

The following are the main points of the amendment:

Restricted chemical substances are applicable to the following products for consumer use:

Clothing or related accessories;

Under normal or reasonably foreseeable conditions of use, textiles other than clothing that are in contact with human skin to a degree similar to clothing (excluding "disposable textiles", which are designed for single use or for a limited time, and not Intended to be used for the same or similar purpose in subsequent use); footwear.

However, these restricted substances do not apply to the following products:

Clothing, related accessories and footwear, or clothing, related accessories and footwear components made only of natural leather, fur or leather;

Non-textile fasteners and non-textile decorative accessories;

Second-hand clothing, related accessories, and textiles other than clothing and footwear;

Carpets and long strips for indoor use, carpets and textile floor coverings that can cover all floors;

(EU) Personal protective clothing, related accessories, and textiles other than clothing or footwear within the scope of 2016/425;

(EU) Clothing and related accessories classified as medical devices within the 2017/745 control scope, and textiles other than clothing or footwear.

Restricted substances

For the restricted substances listed in Appendix 12 of the REACH Regulation, their restricted concentrations (in terms of homogeneous material concentration) are listed as follows:

Remarks: The above requirements do not affect any more stringent restrictions set in Annex XVII of REACH Regulations or other applicable EU laws and regulations.
