Act 7971 technical requirements for compliance evaluation of IPv6 protocol:

In July, the National Telecommunication Association of Brazil (ANATEL) issued Bill No.7971, which put forward technical requirements for IPv6 protocol in telecommunication equipment.

The Act shall come into effect as of the date when it was published on the electronic service announcement of Anatel (July 6, 2023), and the application of its annexes shall be enforced as of January 8, 2024.

Among them, Act 7971 clearly stipulates the technical requirements that devices with WWAN modules and specific interfaces, such as xDSL interface, xPON interface or DOCSIS, should meet. The main requirements are as follows:

◆ Products that only use 3G technology must meet the technical requirements of ETSI TS 102 514 and RFC 8200;

◆ Products requiring 3G and 4G technologies must meet the technical requirements of 3GPP TS 36.523-1, ETSI TS 102 514 and RFC 8200;

◆ Products that only use 2G technology do not need to meet the technical requirements of IPv6;

◆ Equipment with xDSL interface, xPON interface or DOCSIS interface must meet the technical requirements of RFC 7084: 2013;

◆ For the equipment using the certified WWAN module, if the IPV6 protocol is fully implemented in the WWAN module, the whole machine will meet the IPv6 requirements as long as the IPv6 protocol verification or RFC 8200 test is carried out and the WWAN module manufacturer's declaration letter that the IPv6 protocol has been fully implemented in the module is provided; If its IPv6 protocol is fully or partially implemented in the whole machine product (software or firmware), the whole machine needs to carry out all IPv6 tests.

Technical requirements for compliance evaluation of Act 9281 smart TV box:

On July 13th, ANATEL of Brazil issued Act No.9281 (July 5th, 2023), which is a new technical requirement for evaluating the compliance of smart TV boxes. This Act shall come into force as of the date of promulgation and will be enforced on September 11, 2023.

The purpose is to curb the proliferation of devices aimed at pirated audio-visual works, which endanger the safety of users and telecommunications networks.

The new assessment method includes the following checks:

◆ Any software or application installed by default in the list of nonstandard equipment or software published or recognized by Anatel exists on the product;

◆ There is any software, application, function or explanation in the product that indicates that the copyright of audio-visual content is infringed;

◆ If the device provides facilities to change the characteristics of its operating system (root mode), or allows the installation of unverified third-party applications in official stores, it is convenient for ordinary users to install pirated applications;

◆ Is there any information or explanation about the use, update or installation of software or applications that illegally obtain audio-visual content in the product manual or any other documents related to the equipment on the website of the manufacturer or its national representative?
