On March 14, 2022, the Ministry of Industry and Information Technology's Electrical and Electronic Products Pollution Prevention and Control Standards Working Group mentioned at the "Deepening the Management of the Restriction and Use of Hazardous Substances in Electrical and Electronic Products" that has been submitted. Limitation Requirements for Restricted Substances (current standard number: GB/T 26572-2011) standard revision list, it is proposed to add new regulations on the basis of the original six hazardous substances (lead, cadmium, hexavalent chromium, mercury, polybrominated biphenyls and polybrominated diphenyl ethers). The limit requirements for four additional phthalate esters are expected to be revised by the end of September 2022, and a corporate questionnaire survey is currently being carried out. At the same time, the mandatory national standard "Requirements for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products" will be formulated.

The key points of work in the later stage of China RoHS proposed in the meeting are:

◆ Investigate and demonstrate the feasibility of implementing management and control of 4 ophthalmic substances, give suggestions based on the results, and put forward requirements in the form of GB/T 26572 amendments;

◆ To adapt to the extensive and in-depth application of digital and information technology in the manufacturing industry, the SJ/T 11364 marking requirements will be adjusted;

◆ The detection method will be switched from GB/T 26125 to GB/T 39560 series standards, and the specific switching time and method will be announced in the form of CNCA announcement;

◆ Formulate the mandatory national standard "Requirements for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products", complete the standard project in early 2022, and expect the standard to be issued in 3-5 years.

01 GB/T26572-2011 standard revision

Submit the standard revision list, adding the limit requirements for 4 kinds of ophthalmic harmful substances, and it is expected to complete the revision by the end of September 2022.

02 Formulate the mandatory national standard "Requirements for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products"

The standard project will be completed in early 2022, and the standard is expected to be issued in 3-5 years.

Introduction to Substances (Phthalates)

Phthalates are a general term for a class of compounds, generally colorless oily viscous liquids, insoluble in water, easily soluble in organic solvents, non-volatile at room temperature, low in cost, many varieties, and large in output. Mainly used as a plasticizer for plastics, it can greatly increase the plasticity and softness of polymer materials such as plastics, reduce brittleness, and make plastics easy to process and form and produce various soft plastic products. Phthalates can also be used to soften materials such as rubber, lubricants, adhesives, polymer additives, softeners for printing inks and coatings. It is used in hundreds of products such as electronic appliances, toys, food packaging materials, medical blood bags and hoses, vinyl floors and wallpapers, cleaners, lubricants, personal care products and more.

With the waste and recycling of electrical and electronic products, a large number of phthalates will flood into the ecological environment, which will have an impact on the ecological environment and human health. It is very necessary to reduce or avoid harmful substances in electrical and electronic products from the source. use. The European Union officially issued the (EU) 2015/863 Directive as early as 2015, incorporating four phthalates into RoHS 2.0 to increase the chemical safety of electrical and electronic equipment (EEE) and facilitate recycling if the limit requirements are exceeded , cannot be sold on the EU market.

1. Strengthen the study of relevant technical regulations

It is recommended to actively pay attention to and be familiar with the relevant regulations and standards of various countries, and have an in-depth understanding of the products covered by the directive, restricted scope, test items and other matters. For example, the content of my country RoHS and EU RoHS are quite different to avoid non-compliance.

2. Strengthen the management and control of the supply chain

Strictly control incoming materials, select and purchase parts and raw materials that meet the requirements. The material risk level is assessed, and high-risk materials are subject to sampling inspection at a higher frequency. Use guarantee letters, factory audits and other means to manage suppliers to minimize the risk of non-conforming raw materials.

3. Strengthen the verification and testing of finished products

On the basis of raw material control and hazardous substance process management, it is recommended to verify whether the final product meets the requirements. It is recommended to send it to a third-party testing laboratory with corresponding qualifications and capabilities for testing, so as to obtain the conformity report and certificate smoothly, and avoid the recall or detention of uncertified products by importing and exporting countries.

China RoHS will be a comprehensive revision and upgrade, especially the addition of ophthalmic substances (EU ROHS commonly notified substances) and the update of test methods.
