China China

On December 31, 2021, the National Standardization Administration of the State Administration for Market Regulation released the GB/T 9254.1-2021 "Information Technology Equipment, Multimedia Equipment and Receivers - Electromagnetic Compatibility Part 1: Emission" standard. The standard will be officially implemented on July 1, 2022. This standard will replace GB/T 9254-2008 and GB/T 13837-2012, covering almost all audio and video equipment (category 08), information technology equipment (category 09) and telecommunications terminal equipment (category 16) CCC certification.

South Korea

On January 6, 2022, the Korea Agency for Technology and Standards (KATS) announced the revision of three KC electrical safety standards to comply with international conventions on electrical safety management (WTO/TBT, IECEE):

1. KC 60335-2-7 Safety of Household and Similar Electrical Appliances Part 2-7: Special Requirements for Washing Machines:

Description of inspection items such as temperature rise, abnormal operation, structure, etc.:

• Additional temperature rise criteria by surface material and location during normal operation;

• Conditions for additional overload operation tests;

• Relaxation of internal opening force criteria for doors;

• Requirements for additional steam generators.

2. KC 60335-2-23 Safety of Household and Similar Electrical Appliances Part 2-23: Special Requirements for Skin or Hair Care Appliances:

Description of labels and test items such as mechanical hazards and structures:

• Correct errors and attach product-specific requirements;

• Additional safety testing of equipment used on floors/tables;

• Structural requirements for attachment surfaces to prevent user burns.

3. KC 60335-2-80 Household and Similar Electrical Appliances Safety Part 2-80: Special Requirements for Fans:

Description of test items such as labels and mechanical hazards:

• Additional product-specific labeling items;

• Additional test items related to crush or injury risk.

The notice takes effect on January 6, 2022. The former KC standard version is still available until December 31, 2022.

Thailand

Development of NBTC TS 1024-2564 Standard for Radiocommunication Equipment for Land Mobile Services in the VHF/UHF Bands for Voice and/or Data Communications (Digital), Notice: B.E. 2564, 2021.

This notice was issued on December 20, 2021 by the Office of the National Broadcasting and Telecommunications Commission of Thailand (NBTC) to formulate a new NBTC technical standard 1024-2021 (BE2564). This standard provides technical characteristics of radiocommunication equipment used in the land mobile service for data and/or digitized voice communications in the 30-960 MHz range with channel spacings of 6.25 kHz and/or 12.5 kHz. These devices can be used in base stations, mobile stations and handheld stations. The above equipment must meet one of the following electrical safety standards:

• IEC 60950-1 Information Technology Equipment - Safety - Part 1: General Requirements

• TIS 1561-2013 Information Technology Equipment - Security: General Requirements

• IEC 62368-1 Audio/Video, Information and Communication Technology Equipment - Part 1: Safety Requirements

• TIS 62368 Part 1-2563 Audio/Video, Information and Communication Technology Equipment - Part 1: Safety Requirements

This notice takes effect on December 21, 2021 and revokes NBTC Technical Standard 1024-2561 of December 6, 2018.

Australia

The new standard for in-line power adapter pins AS/NZS 3112:2017 A1:2021 will be enforced in June this year

The new standard mainly involves changes:

1. Mechanical strength, mechanical strength test

2. Impact resistance

3. Construction of detachable contacts, new requirements for detachable parts

4. Separation of live parts and , isolation requirements for live parts

5. Pin securement. PIN pin fixation

Mexico

On December 27, 2021, Mexico's Federal Institute of Telecommunications (IFETEL) updated the Telecommunications and Broadcasting Conformity Assessment Procedure (PEC). The regulation will come into effect on June 29, 2022.

The main changes are as follows:

1. Local importers or distributors will be allowed to use COC certificates of other local companies

2. The validity period of the test report is extended from 60 days to 120 days

3. Scheme 2 (multiple batches): When the product batch declared in the COC certificate is completed, the renewal of the certificate can only be extended in writing, without the need to provide a new test report

4. Under the current PEC, there are four approved schemes. The update is that in addition to the technical regulations used to explicitly require more samples to be provided, only one sample can be provided for schemes 1, 2 and 4, and scheme 3 submits a series of certifications One sample of each of the two models in

 5. Both new and second-hand and non-new products must comply with PEC regulations

Malaysia

On November 25, 2021, SIRIM QAS International issued Announcement No. SQASI/CMCS/1/21/0020, reiterating that the product marketing name is one of the necessary information required by the Malaysian Communications and Multimedia Commission (MCMC) to be declared in the form approval application. All applicants for formal certification should ensure that product marketing name information is declared at the time of submission of the application and provided on the marketed product. This information will be used to help consumers and regulators' enforcement teams verify product certification status through the CYL mobile app. However, if the product is marketed without a specific market name, the applicant should enter the market name information field in the e-ComM with the specific model name.

Product marketing name information should be found from at least one of the following:

1. Product Specifications

2. User Manual

3. Product manual

4. Product marking (please make sure the marking is taken from the actual sample of the product to be sold)

5. Product packaging

Chile

1. On December 10, 2021, the Chilean SEC issued Resolution No. 9876, approving the safety protocol PE:1/18:2021 on the testing and certification of electric microwave ovens. According to the resolution, in order to be certified, electric ovens must meet the following international standards;

IEC 60335-2-25:2020

From November 30, 2022, domestic manufacturers, importers and sellers of electric microwave ovens must hold corresponding approval certificates. Batches of products certified according to PE No. 1/18:2007 before the applicable date of the PE No. 1/18: 2021 agreement can be sold in China while stocks last.

2. The Chilean Telecommunications Agency (Subsecretaría de Telecomunicaciones) announced that it will open the 5G mobile technology network in the country on December 16, 2021.

Trials of 5G (1800 MHz) networks have begun in 2019, covering areas such as ports, mining, agriculture, forestry, health services, transportation, and more.

In addition, a robust 5G campus network has been launched, allowing the testing of new technologies. Twenty-two universities and technical training centers in six regions of Chile are currently participating in trials of the 5G network, and four 5G pilot tests have been conducted, involving robotics, smart cities, telemedicine and augmented reality applied to music.

Although the rollout of the new technology will be gradually realized, the technology is already available to citizens of more than 30 towns in Chile.

As a result, Chile became the first country in South America to launch 5G technology.

Vietnam

1. The Vietnamese government promulgated Decree No. 111/2021/ND-CP on December 9, 2021, which revised and supplemented several provisions of Decree No. 43/2017/ND-CP on product labeling. The decree will come into effect on February 15, 2022, and will apply to all products sold to the Vietnamese market or manufactured locally in Vietnam.

(1) The labels of various commodities circulating in Vietnam must indicate the following:

• product name

• Name and address of the organization or person responsible for the goods (eg manufacturer/factory/importer)

• country of origin

• Other mandatory content, which must be displayed on the label according to the nature of each kind of goods issued by the decree and the relevant laws and regulations

(2) The labels of goods circulating in Vietnam must be written in Vietnamese, except for export goods that are not used for domestic consumption in Vietnam.

(3) Goods with labels that have been circulated in the Vietnamese market before the entry into force of this Decree can continue to be circulated and used until the expiry date indicated on the labels of the goods.

2. On December 31, 2021, Vietnam MIC announced Circular No.29/2021/TT-BTTTT, "2300-2400 MHz Band Plan for Mobile Communication System", which is divided as follows:

• 2300-2390MHz is divided into 3 TDDs (al, a2, a3), and each frequency band is separated by 30MHz

• 22390-2400MHz is reserved as guard band

This notice is effective from February 15, 2022.

America

The FCC will implement the new version of KDB 447498 D04 Interim General RF Exposure Guidance v07 regulations from the second quarter of the United States. The main changes are as follows:

The new version of KDB mainly updates the power threshold of the SAR exemption test, which is more stringent than the old version. The affected products mainly include Bluetooth, WIFI wearable/portable devices.

It can be seen from the comparison that for the 2450MHz/5800MHz frequency band where the Bluetooth and WIFI devices are located, the 2450MHz threshold is reduced from the original 10mW to 3mW, and the 5800MHz frequency band is reduced from the original 6mW to 1mW; Portable equipment requires increased SAR testing.

The new version of the regulations will be enforced after 2022.3.31!
